Kind of an off beat way of thinking, but something i thought about.

Take away the whole Heels are rulebreakers. Since Rulebreakers are the ones people tend to cheer now mostly.
Use heel to refer to a person a promotion creates, whoms personalitys causes a large demographic say 18-35 to boo them. In the past this was a rule breaker but as i stated that notion is done.
Now plug in Cena in that formula and hes probably the best heel on the roster.

The people that hate him really HATE him. (A good heel trait)
These people will pay money to see someone beat him up (The best heel trait) (E.G. the huge reaction to Brock busting him up)
People on this message board at least, route for anyone the WWE puts against him. (Brock, Punk) (Another good heel trait)
A portion of the audience still cheers him (happens with any heel)
He pushes the aspects of his character that the demographic hate e.g. Cheesiness, Goofiness. (Something all great heels did)( e.g. Georgeus George acting super feimine to entice the fans.)

If you add all this up, he may be the perfect heel. I know its a stretch but it hasnt been to long that the WWE had Kurt Angle play the "Im good and decent and you boo me, and cheer the evil char" Type of role. Even Hart had this kind of mentality during his heel run.

Just something i thought about.

I totally agree. I think this notion has been brought up before. The younger fans love him and the older fans often hate him. I like Cena. I think he is great at what he does. He is very overexposed right now though.

It's been noted. But if the split really is 50/50 then honestly turning him Heel is really just turning him face to 50% of the audience. In a way.

I really don't even need to see him turn heel, I just don't like the goofy, like me because I'm a big kid gimmick. He is always better as a serious character, it seems to fit him more. He can still be a face and be serious.

that is a exactly what would happen. If he turns heel your just going to seel the same people booing him begining to cheer him and the people cheering him booing him. It'd be the same problem all over again which is likely why they don't do it.
